NV5 is performing Delegate Chief Building Official (DCBO) duties on behalf of the California Energy Commission for this high profile project. The Huntington Beach Energy Project (HBEP) is an 844 MW natural gas-fired, combined cycle power block located on the current site of the Huntington Beach Generating Station. The new project consists of two combined cycle combustion turbine generators (CTG) with two unfired heat recovery steam generators (HRSG), one steam turbine generator (STG), an air cooled condenser, an auxiliary boiler, and related ancillary equipment.
The project is located across the street from Huntington Beach State Park and adjacent to protected wetlands.
Prior to construction of the new facility, demolition of the decommissioned Unit 5 Peaker and associated structures and infrastructure took place. During the demolition phase, activities included overseeing and monitoring demolition of the remaining portions of a decommissioned peaker, and the removal of a fuel oil tank and additional auxiliary structures and equipment. Containment berms also were demolished, and the area was rough graded to a flat surface. As DCBO, NV5 acted on behalf of the California Energy Commission and provided independent review of the final design and inspections of the construction to verify compliance with applicable engineering laws, ordinances, regulations, and standards (LORS), the local building codes, the California Building Code, and the facility design, geology, worker safety, transmission system engineering, and other conditions of certification.
Construction of the new power block is currently underway. NV5 provides inspectors to monitor construction activities and verify compliance with applicable LORS during all construction activities. Additionally, a site safety monitor is present to maintain high safety standards for workers and visitors to the site. NV5 also oversees the approved fabricator program for this project. Under the program our team performs shop visits, audits, and reviews of the quality control plan. NV5 is working to ensure adherence to approved construction documents.
