Modernization of existing traffic signal infrastructure is a vital part of managing transportation infrastructure at its highest and best use. Over time, great strides have been made in both traffic signal technology and our understanding of the interaction between human drivers and our design practices. The requirements for traffic signal installations, as contained in the Manual on Uniform Traffic Control Devices (MUTCD), has also evolved and been refined over time. New regulatory requirements have also been placed on intersections by the Americans with Disabilities Act (ADA). Lastly, modernization often provides the opportunity to review traffic designs for modifications, such as adding opposing left turn lanes. Modernization provides an excellent opportunity to improve both traffic efficiency and reduce the number of traffic crashes.
