Metropolitan Planning Organizations, state DOTs, water authorities, and municipal departments are just some of the entities that comprise the complex levels of authority and decision-making power that govern cities, counties and regions. Partnerships are key in this environment, especially because each entity has its own rules and no single entity usually has the resources to implement an urban design plan on its own.
