Franconia District Governmental Center

The Franconia District Government Services Campus and Kingstowne Regional Library bring together a wide range of civic functions within a single, highly coordinated environment. The 90,000 square foot facility supports public safety operations, community services, and public engagement for more than 137,000 residents. It replaces aging infrastructure with a modern campus designed to balance openness and accessibility with the demands of secure government operations.

The technology systems play a central role in how the facility performs every day. The design establishes a robust, high speed network foundation that supports communications, security operations, and digital services across all program areas. This backbone allows thousands of devices to operate simultaneously while maintaining reliability for mission critical functions such as video monitoring, access control, and emergency communications.

Security was approached as a coordinated system that supports both protection and usability. Access control, surveillance, intercoms, and perimeter controls operate together to provide real time awareness and rapid response. Features such as automated call up of video during intercom activation improve visibility for staff and streamline decision making. Distributed system intelligence allows operations to continue even during partial network disruptions, which is essential for a public safety facility.

Special attention was given to the variety of spaces within the campus. Public facing areas such as the library, childcare center, and community spaces remain welcoming and intuitive, while controlled areas such as the police station maintain the level of security and reliability required for daily operations. The result is a cohesive environment where technology supports both civic engagement and critical response without drawing attention to itself.
