Total Army School System, Fort Custer

The Total Army School System (TASS) project consisted of a new three-story pentagon-shaped building with a center courtyard, tiered seating lecture hall, 265 individual “billet” sleeping quarter rooms, and administrative offices for the Michigan National Guard.

NV5 performed an onsite due diligence investigation of reported non-conforming construction after the original design-build contractor was terminated by the government. NV5’s thorough review resulted in expanded services including a detailed analysis of the planned versus installed mechanical and HVAC system, preparing completion work scopes, and competitively bidding, negotiating and awarding 10 project completion subcontracts, as well as ratification of the design team’s agreement.

In addition, NV5 worked directly with the project designers to address construction/design issues, monitored project progress, processed monthly payment applications for the 10 completion subcontractors, worked closely with equipment suppliers/vendors, addressed warranty issues, and successfully coordinated contract close-out with the government, suppliers, and subcontractors.
