Downtown Westport, Connecticut, has transitioned from a local civic and commercial town center into a destination that attracts visitors from across the region for its small town character, picturesque riverfront, upscale restaurants, and high-end boutiques. With several new development projects underway, how much more activity can the downtown handle? Where should the town begin to reinvest in its infrastructure? How should investments be coordinated and managed? What values and goals should guide these investments?
NV5 led a multi-faceted public outreach campaign under the banner “Your Downtown” that included the development of a website, an online survey, visioning workshops, and a design charrette. The initial outreach resulted in identification of key values that guided the development of the plan. The later phases involved discussion of specific ideas and concepts for the downtown through town-wide events open to the public.
The overall purpose of the Downtown Westport Master Plan is to serve as a guide for future public and private investments in the downtown and to ensure that Downtown Westport remains a vibrant and successful place. The resulting plan answers the “big picture” questions through a series of more than 50 strategies and recommendations, organized into four categories: Places, Mobility, Parking, and Water. Within each of these categories, the strategies and recommendations are organized into phases based on the timing of implementation: short-term, mid-term, or long-term.
“[I am] very impressed with this final document [and] the way the entire planning effort has proceeded … This approach serves as a model of how complex, major public planning efforts should proceed in order to take a wide variety of data and opinions into consideration. Our consultants … deserve our deepest thanks … for their on-going commitment to making this a comprehensive plan and one that points the way to successful implementation.” – First Selectman Jim Marpe, Town of Westport, CT
